Compete "offline"/under maintenance mode implementation

The configuration supports a page template for when the site needs to be set to "offline" (camera maintenance, outage, etc.); the code now needs a trigger to switch modes; the `Today` service already has a function available, but the code needs to have a trigger (touch a certain file in the `home_dir`?) and a ticker that checks for this periodically.
