Release 0.5.2

Happy New Year!
In next days I would like to release v0.5.2 with small changes added do the master branch (related to windows).
If someone is against or would like to add something more please let me know.

In the v0.5.2 release

• parameters of library_version_bounds are swapped (parameters of library_version_bounds are swapped #604)
• interference with the windows max macro fixed (Issue 611: avoid interference with the windows max macro #612)
• test examples for blosc filter added (test or example for blosc #608)

The debian and ubuntu packages are in the HDRI/NIMS repository.
