Fixes for
idf.saveScopecalling multiple times when setup wizard is saving settings using workspace folder scope target.IF sdkconfig doesn't have IDF_TARGET ignore.
Fix idf.gitPath scope issue and
skipVerifyAppBinBeforeDebugas true for default.
