Elixir projects (and probably other non-rebar3 projects as well) don't have an
.app.srcfile and only get their.appfile after succesful compilation. Thisseems to trip up the upgrade logic and makes
rebar3 treefail.With this PR, if the version can not be determined in another way, it is taken
from the
hex_metadata.configfile if it exists.
