This upgrade shouldn't be done without fixing #9884 (competing #9887)

Without it, Uninstall.exe leaves registry key:

This bug makes upgrading Erlang/OTP for RabbitMQ impossible without cleaning this registry, because RabbitMQ supposes there is only one subkey in Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Ericsson\Erlang (installer enumerates + gets first).

Also, this fix must be merged into all the branches, that are using NSIS 3.11 for building (maint-28, maint-27, maint-26).

Scheduled for release of all branches.
So next patches will contain the fixes, don't have a clue when they will be made though, we have a vacation period here
so it might take some time.
