• revert some changes done by: speedup files open  #12995
• found that freezeCfg.ChainName is emtpy everywhere
• not found ways to get ChainName in RunCaplinService
• added warnings for future
• created follow up: RunCaplinService: to set freezeCfg.ChainName field #13017
