Move code which remove files to Domain

erigon seg rm-state-snapshots --domain=receipt

need: move to Domain, add unit-tests

Long-term goal: move pieces of existing hardcoded functionality (erigon seg publishable, erigon seg rm-state-snapshots, erigon seg integiry, erigon stage_exec --reset, etc...), to state package and add API methods for them (probably in TemporalDebugTx)
