[Feature Request]: Re-introduce option to disable AI features in CMake build

Describe your idea in details

Previously, in CodeLite, it was possible to disable "Chat AI" plugin using "WITH_CHATAI=OFF" option in CMake.
However, now it seems that this is called "Assistant" and previous option no longer works, and there is a new "AI" menu option in the editor.

In addition, because of the aforementioned changes, I am no longer able to build CodeLite from Git on Ubuntu 18.04 because "Assisant" fails to compile due to some outdated libraries.

Can you please re-introduce an option to completely disable compiling all AI features in CodeLite?

Current submodule assistant indeed points to a version which might not compile when OPENSSL is OFF.
Once fixed, I expect Codelite build to pass.
