- update actions/checkout v3 -> v4 - use older ci-core-dumper@node16 on CentOS 7 - add workflow_dispatch trigger
- fix repo URLs on CentOS-8 (mirror->vault) - clean-up CentOS-7 exceptions (git, yum/dnf)
