- Use reasonable default settings for BASE and EXTRA
- Fix CentOS 7 container build by updating repo URLs in the yum setup
- update actions/checkout v3 -> v4 - use older ci-core-dumper@node16 on CentOS 7 - add workflow_dispatch trigger
