[GCP] Terraform-based deployment scripts

Background

Previously, we prepared a Cloud Pipeline native-installation guidance with Terraform code to deploy the platform on AWS.
Now, we should implement the analogic one but for Google Cloud.

Approach

• Develop Terraform-based script that may be used for automated Cloud Pipeline infrastructure setup for deploying the new release on Google Cloud Platform.
• Prepare a guidance how to use such script as a part of platform documentation.
