Enable `envio dev` to work with podman-compose

Currently it seems envio dev is hardcoded to run docker compose but it would be great to make this configurable or check the existence of podman-compose as a fallback when docker compose does not exist in a system.

Hi @Parizval - sure thing - We need to think how we can move away from having any dependence on Docker or Docker Compose for local dev.

It should be possible to easily run everything without much effort connecting to any Postgres database. The thing that would be annoying is how to run Hasura. Without Hasura there's no GraphQL API and there's definitely some coupling between Hasura and some of the peripheral services.

But this sounds like a possitive move 👍

FWIW I can run this all-in-one example just fine with podman-compose.

This would be really great. I personally don't want to use any Hasura, Graphql engine and need to use a custom postgres database to feed the data into. Currently for me the only way to do so is via an .env, then run pnpm run start. However that is slowing things down, would love to be able to do this via the dev command and proper workflows.

Btw, you can disable Hasura by adding ENVIO_HASURA=false environment variable.
