Current EOS is based on Debian bookworm(-backport) basically. The build dependency tzdata will be updated along with time by Debian. However, the "new" version tzdata usually blocks systemd build due the version constraint. Consider Debian bookworm(-backport) does not provide tzdata-legacy, letting systemd depend on tzdata simply is fine.
