Reopened after the 2026-10-13 closure audit (emulebb-tooling commit 73f4639). PR #102 suppresses redundant same-ID startup, but a real reassignment retains the published-hash epoch and therefore does not republish a non-empty catalog. Focused wire tests and a publication-epoch fix are required.

Completed by emulebb-rust commit 4b04be6 and documented by emulebb-tooling commit 396382a. Same-ID IDCHANGE emits no duplicate event or offer frame; genuine reassignment starts a fresh publication epoch and republishes the non-empty catalog with the new endpoint. All 1,026 emulebb-ed2k tests pass.
