RUST-CI-006: Refresh current-head stock parity evidence and reconcile docs #31

After the compatibility findings are dispositioned, rerun the full deterministic/server/peer/Kad/REST/VPN/soak matrix at one clean immutable Rust head against recorded stock eMule and current aMule builds. Reconcile the omissions registry, parity matrix, active docs, and stale upload-admission claim to the resulting manifest.
