Program doesn't start on MacOS 15.3.1

When I click on the program, nothing happens for a few seconds, then a dialog pops up:

"You can't open the programm because it does not react" (paraphrased from german)

I tried in the terminal:

xattr -dr com.apple.quarantine /Applications/DiscreteScroll.app
Which seemingly did nothing

spctl --add /Applications/DiscreteScroll.app
Which threw the following error:

This operation is no longer supported. Please see the man page for more information.

running this program in the middle of a session never really worked for me. easiest solution is to add it to startup apps and reboot. should always work then as long as it has permissions
