Add Sensor reporting layer

Create a sensor reporting layer which uses the UDP packet (up to 1500 bytes) to emit a periodic sensor reading. Either use a protocol like Cyphal (which would require it's own Stack then) and/or a simple JSON or other raw ASCII format.
