Write a script that adds search indexes to Algolia

Previously, we had a job that read from S3. Instead we can have a script and then later a GitHub action

Taking notes on how to do this work:

• right now we have a heroku app that regularly updates the index: https://dashboard.heroku.com/apps/algolia-ember-api-index-update
• This is the repo that does the work: https://github.com/ember-learn/algolia-index-update-scripts (we're not entirely sure how this was deployed to heroku because there doesn't seem to be a github connection)
• the "simplest" way to do this is to update the above repo to clone https://github.com/ember-learn/ember-api-docs-data instead of pulling from s3
