After this PR, every new tag in form of broadcaster-vX where X can be anything (e.g. 0.1.0, 0.1.0-dev, 0.1.0-fed854, etc.) will create and push a new bradcaster docker image, deploy it and run headless client that will stream fake audio and video.

Deployed version is available under https://broadcaster.elixir-webrtc.org
