Room aliases like #synapse:matrix.org are server-wide and can't be made visible to only one member — they're intended to be used to look up rooms, typically public rooms.

So I don't think this is a bug.

Closing per @reivilibre's explanation of room aliases.

It seems like you're after a separate feature of being able to add a personal nickname/alias to rooms. This would probably involve storing the personal alias in account data and client support to display it. Seems like a decent Matrix Spec Proposal or just create an issue on https://github.com/matrix-org/matrix-spec/issues if you only have the idea side of this.
