At the moment, there's no point in installing the empty service worker on Electron. Fixes #16008

LGTM but IMO would be cleaner just moving it to WebPlatform

Hmm, yeah, I did think about it, but I thought it's potentially nice to have it installed quite early on in startup... I guess it's all a bit academic when the thing is empty. But okay, I'll go ahead with moving to platform. 😄 |
