The log out warning that prompts you to set a recovery method takes you into the 'new secure message recovery setup' flow, even if another device already has set up a backup

It shows the right button:

(i.e. "Use Key Backup", not "Start Using Key Backup"), but clicking it does the wrong thing:

This is still an issue.

Related issue: the button actually reads 'Start Using Key Backup' and then flickers to 'Use Key Backup' after something between 0 and 2 seconds. It's certainly there long enough to notice :S
