Pressing enter on right panel people search refreshes the page #30253

Steps to reproduce
- Open a room with enough people in it that the people search bar appears (not sure how many this is...)
- Click on the people faces in the top right to open the right panel
- Enter something into the 'Search room members box'
- Press enter

Nothing, probably
What happened instead?
Page reloads
The results appear as you type so you're clearly not meant to press enter here, but we probably forgot to catch onSubmit so it's submitting the form if you do.
