On console, log message contains Error: Tooltips must be wrapped in a global <TooltipProvider>

Same, and I observed that this phenomenon seems to depend neither on the version of the application nor on whether the target room is encrypted, but on the account. The scenario is as follows:
There are 2 accounts in a non-encrypted room on a self-hosted server. Account A has the problem you described, while account B can be exported normally. Since these two accounts are in the same room, they have consistent message history.
However, it should be pointed out that this problem only occurs when exporting HTML.

The reason has been found: "Experimental feature - Jump to date" is the root cause of this problem, just disable it.

i'm not sure if this is the issue: i've looked for this setting quite some time now but i can't find it (in Element 1.11.100)... so i'm pretty sure i didn't activate it in the first place.

@YamatoRyou please be more specific where to find & disable this setting. is it an account setting or a room setting? do i need special permissions if it is a room setting?

...and if it is an account setting, i doubt even more that this is the root cause because in the same account i have rooms with this issue and some don't.

@DJCrashdummy the labs flags have to be enabled in config.json for access to the labs feature, like on develop.element.io which the OP is using.
