Room sublist can end up weirdly clipped #20110
Description
This is due to programmatic scrolling within the room list.
Attempted fix matrix-org/matrix-react-sdk#7191 caused #20076 on Firefox.
Attempted fix matrix-org/matrix-react-sdk#7303 of that then caused #20070 on Chromium.
