No notifications for activity in chats you're not looking at while the app is focused #15655

Description
When the app is focused, it doesn't send desktop notifications for chats that you're not currently viewing. As a result, while you;re using the app, if people send messages to other chats that you're not actively looking at, or send you a direct message, you'll miss them.
Steps to reproduce
- Connect to two chats
- While the app is still focused and you're in one of the rooms, have someone send messages to the other room, or send you a direct message
At this point, you will mess the messages, because the app will not send a desktop notification about it when it's focused. This is particularly bad when you miss a direct message.
If the app had instead been running in the background, you would instead receive a notification and not mess the message.
