Rename the packaged artifact from the build process

We currently produce a build artifact with `riot` as a prefix. https://github.com/vector-im/element-web/pull/14850 and https://github.com/matrix-org/matrix-react-sdk/pull/5096 starts us down the path of renaming this, but various surrounds scripts will need to know the new name at the same time as well.
