Make password strength editable

Would be great if i can decide in the configuration file which password strength should be used in a selfhosted riot/synapse.

At the moment the password strength is quite high compared to facebook and other social media sites.

That's about server-side requirements, but it also says it's too complex to spec now. What about just allowing it to be configurable client side?
