We should explain to users why keytar is trying to access their keychain

As currently you get an OS popup out of the blue with no justification and folks panic.

For context the above will be displayed to users when their state transitions to "logged in". It is not possible to delay that operation as it is used to encrypt the access token for storage

After a bit of research, it looks like the DP API that Chrome-based browsers are using is not going to be sufficient and we should keep on using keytar.

I have raised that with @nadonomy and will discuss design/UX details with him next week
