Summary

Closes #82928

Ensures the WorkloadAggregator doesn't retry immediately after errors, and instead retries on the next interval.

LGTM! Verified by stopping my ES instance and starting up a completely fresh one and seeing the WorkloadAggregator error logged once a minute instead of continuously.
