This PR moves the definition of the tsvb validation telemetry saved object into the saved_objects directory to follow the conventions of the new platform.

@flash1293 Quick Question, is there a convention to use a directory even if it's single file? working on a conversion, took a look how other plugins do it, and it's also a common pattern to use a saved_objects.ts in the server directory

@kertal I'm following https://github.com/elastic/kibana/blob/master/src/core/CONVENTIONS.md#saved-objects-types

Saved object type definitions should be defined in their own server/saved_objects directory.

The folder should contain a file per type, named after the snake_case name of the type, and an index.ts file exporting all the types.
