Summary
Addresses this issue: #48883
Under certain conditions, as explained in the linked issue, Kibana's Node process runs out of heap space at startup time which causes the process to crash, the process monitor then restarts the process creating a loop. Specifically with missing files the error object (generated by webpack) being serialized then deserialised to plain old JS object creates a really big string.
