KPI count not updated on "Agents" tab.

Preconditions:

1. 7.13.0 Snapshot Kibana Cloud environment should be available.
2. Agent must be installed with default policy.

Steps to reproduce:

1. Login to Kibana environment.
2. Navigate to Fleet>Agents tab.
3. Observe KPI count is not updated.

Expected Result:
KPI count should be updated on "Agents" tab.

Further observations to this issue are:

• Agents count is not populated on Overview page as per agents deployed on Agents tab.
• Agents count is also not populated at Policies and integrations tab. Please refer screenshots for more details.

I'm guessing this may be a 'Fleet Server' change over type issue (where it works when using Fleet Server). If not, then it is just a bug and needs fixing up. I'll tag @nchaulet for help pushing it on.
