For some of the rule types, if service name/environment/transaction type are not specified, we will automatically create an alert for each of those combinations. But in most rule types, this implementation is incorrect. e.g., it calculates whether any service exceeded the threshold, and then creates alerts for all services. Or, it does not fire an alert for data without an environment.
