[Security Solution][Detections] Enable filtering of string fields within Rule Management #92333

Description

With #92036, the Alerting team has enabled the ability for us to filter by string parameters, and so we should now be able to integrate this functionality into the Rules Management table allowing for the ability to filter additional fields within our custom fields.

Note, this effort should be prioritized alongside the Rules Management refactoring effort detailed in #92169.
