[Fleet] Shortcut to discuss forum should be renamed from ingest-manager to fleet

Currently, we use the shortcut https://ela.st/ingest-manager-forum to send people from the Fleet UI to our discuss forums. This points to https://discuss.elastic.co/tags/c/elastic-stack/81/stack-ingest-management which is no longer a valid link.

This issue is to

a) change the target of https://ela.st/ingest-manager-forum to point to https://discuss.elastic.co/tags/c/elastic-stack/81/fleet . This is necessary because this shortcut is used in releases up to and including 7.11.
b) create a better named shortcut like ela.st/fleet-forum
c) change https://github.com/elastic/kibana/blob/master/x-pack/plugins/fleet/public/applications/fleet/components/alpha_flyout.tsx#L64 to use the new shortcut.

it evidences itself, at least in this one place in the UI, at the bottom of an Integration view, click on the 'see more details' link (which does not look like a hyperlink to me) and then the flyout shows. the 'Discuss forum' link in the flyout is wrong.

I logged this #90767 and am closing it as a dupe to this issue

a) I updated https://ela.st/ingest-manager-forum to link to https://discuss.elastic.co/tags/c/elastic-stack/81/fleet
b) I created a new short url, https://ela.st/fleet-forum which also points to https://discuss.elastic.co/tags/c/elastic-stack/81/fleet

Also related to this, we have a link in the header area, "send feedback" which currently uses https://ela.st/ingest-manager-feedback and points to the correct link https://discuss.elastic.co/tags/c/elastic-stack/81/fleet. I created a new short url called fleet-feedback to remove the ingest-manager naming.

the redirect looks good to me, for the issue logged - thanks Henry! we can fix the link in 7.12 cycle.
