If a cluster id starts with a dash eg: -spo1mUvTvy8jow-NXjQ it will give the following error:
It does not matter if it's in single/double quotes are without any quotes are all.
I'm guessing there's a double conversion happening somewhere, so maybe the state should be built by the rison api in url_state.ts (rather than manually)
