[Lens] Duplicate suggestions for XY and partition charts

Kibana version: master as 0d3daa5

Describe the bug:

Suggestions are now duplicated on the panel for XY and partition charts: not just the type of charts, but actual duplicates in terms of label and configuration.

Expected behavior:

No duplicates in the suggestion panel.
