UX Debt from #55753

  • In order to better inform the user, can we have a tooltip on the "Edit rule settings" button when the rule is immutable (i.e. Elastic-authored)? It can say something like "Elastic-authored rules may not be edited directly. Instead, please duplicate this rule and edit that copy."
  • Can we change the page's overflow menu button icon from boxesVertical to boxesHorizontal? Doing so will match how overflow menus are being treated elsewhere in the app
  • Can we change the page's overflow menu button style to match that of a standard EuiButtonIcon?
  • Can the tooltip for the page's overflow menu button be changed from "All actions" to "Additional actions"? This is more accurate.
