[Trigger Action UI] Group list of alert types using producers apm, uptime etc

Describe the feature:

In trigger actions ui, list of alert type is growing long, it would be a nice ux if we can group those alert types by producer types

Something like this can be used to group them

++ agreed, some work underway in the create flyout #73665. We can use this issue to track the change for alert list filter.
