[Logs UI] Guard links to user management according to user privileges

Summary

The "Anomalies" and "Categories" tabs link to the user management section if ML privileges are missing. After #67791 these links are broken if the user doesn't have user management privileges.

Background

The informational message shown on the "Anomalies" and "Categories" tabs unconditionally links to the user management section. This worked in the past because the user management was always present and showed a "missing privileges" message itself when navigated to. This has changed recently such that the user management section is not shown at all when the user is missing the appropriate privileges.

Acceptance criteria

• The links from the "Anomalies" and "Categories" tabs' "missing ML privileges" screen to the user management section are only active when the user can actually see the user management section in the stack management UI.
