Adjust search timeout messaging

When a search times out, we need to have different toast messages, according to the user's license and permissions.

• In OSS, promote upgrading to a free basic license
• In X-pack, if the user doesn't have permissions to change Advanced settings, the text should encourage them to contact a system administrator.
• In X-pack, if a user has permissions to change Advanced settings, the text should link them directly to the correct setting.

We still need to discuss the texts (@elastic/kibana-docs ) and the link targets.

Here are suggestions for each scenario:

In OSS, promote upgrading to a free basic license

Your query has timed out

With our free Basic tier, your queries never time out.

(and link to the Downloads page, assuming that's where you want to take the user)

User doesn't have permissions to change Advanced settings

Your query has timed out

Contact your system administrator to increase the run time.

User has permissions to change Advanced settings

Your query has timed out

Increase run time with the xxx setting.

(where xxx is the setting name and the link goes to the Advanced Setting page)

Your query has timed out

Increase run time with the xxx setting.

Go to Advanced Settings

I suggest we use a button anywhere we have a call to action.

Call to action: None? I don't think we know who the user should be contacting.

An ending period isn't required after "Your query has timed out" because it is a title.

For the last one how about changing the button label:

Your query has timed out

Increase run time with the search:timeout setting.
