Observability overview alerts API incorrect path 404

Observability overview tries to load alerts with an incorrect API: /foo/foo/api/alerts/_find?page=1&per_page=20, which has the basepath applied twice, so it always returns a 404:

I see this when testing locally on kibana which has a base path set. If i start kibana with --no-base-path then the issue goes away. Looking more into this (https://github.com/elastic/kibana/blob/master/x-pack/plugins/observability/public/services/get_observability_alerts.ts#L14-L15) It looks like core.http.get already prepends the base path by default. You could omit the prepend and simply pass in '/api/alerts/_find', or use the option prependBasePath: false and continue to explicity use prepend.
