Description
[Ingest-Management]: "Un-enroll" option is still available for agent which is already un-enrolled and displayed under "Show Inactive" filter.

Preconditions

1. Kibana 7.9 BC4 cloud environment should be available.
2. Agent should be enrolled under Fleet tab.

Steps to Reproduce

1. Open the Kibana 7.9 BC4 cloud environment in browser, then click Ingest Manager>Fleet tab.
2. Click "Action>Un-enroll" option next to enrolled agent and then un-enrolled the same.
3. Notice that agent moves to Inactive state.
4. Now click on "Show Inactive" filter then click on "Action" menu next to Inactive agent and observe that Un-enroll option is there.

the thread of discussion has started in #73237 - I think we can track it there, this is the same work-flow and same core symptoms, its the same underlying bug so we don't need two issues open to track it. I'll add this specific note to that issue
