"Explore_underlying_data" action in Maps #73043

Recently app-arch team introduced explore underlying data action.
It navigates from visualization to Discover app. It navigates to the index pattern of the visualization and carry overs visualization's filters, query and time range.

Since Maps use uiActions to apply filters, it shouldn't be much work to make maps use this feature.

There was a pr, which showcased that, but we decided to not proceed with that change in scope of that refactoring pr because of UX with spatial filters considerations.

Explore data in maps

For now we just disabled that action for maps completely.
But we could either enable it for all interactions or for some of them.

In case we want to apply filter without intermediate popover, there is a discussion about how to do that:
