[Ingest Management] Sometimes 'enroll new agent' fly-out doesn't populate enroll token or command string

8.0 Cloud deploy of ELK stack from June 30 2020

Browser version:
Chrome latest on macOS

Describe the bug:
clicking on the Ingest Manager 'Enroll New Agent' button on the Fleet tab, the fly out will not always populate data. the work-around is to re-fresh the page, but it isn't clear that its not going to refresh on its own or that it failed. I didn't capture the API response when this has happened, but its been somewhat frequent, a few times a day (with lots of testing around this section of the UI). I'll try to capture that. For now I'm putting the ticket in with what I have.

Steps to reproduce:

1. deploy cloud stack of 8.0
2. go to Ingest Manager and enable the Fleet user
3. go to Fleet and click 'enroll new agent' button
4. this is where I see the below screenshot of no data populating in the fly-out

Expected behavior:
the fly-out will have the enroll token and enrollment command line string like usual.

I was going to re-open this but its a slightly different bug we're still seeing... sometimes the enroll command displayed has an api key that relates to a different config. @charlie-pichette mentioned this. I found the slack thread where Chris owens was discussing this problem (I think) but it seems like it didn't get logged.
