[Ingest Manager] Blank "Enroll new agent" flyout

When navigating from any other tab to the Fleet tab, if you click "Enroll new agents" prior to the page completely loading, you're presented with a (mostly) blank enroll page that doesn't finish loading. Closing the flyout and reopening it fixes the problem.

To reproduce, click Configurations --> Fleet --> Enroll new agents

I was not able to have a repro locally, @bmorelli25 do you mind pinging me if you still have the issue to debug it in your environment.

I've seen that also quite a few times in the past. It happens on slow machines. I think the reason is that it takes long in the background to create the enrollment keys or fetch it, because after a longer time, it shows up.
