Feature Controls - support migrating away from reserved privileges #68379
Description
The feature registration system currently allows you to either register reserved privileges, or "normal" all/read privileges. We do not currently support registering both of these at the same time. The schema may allow it, but this results in undefined behavior.
ML is trying to use "normal" privileges, but we still need to support the reserved privileges for the remainder of 7.x in order to not break existing setups.
