[Logs UI] don't hide anomalies and categories tab if user has no premium license #64921

Currently, if a user does not have a premium license we hide the anomalies and categories tab.

To get more visibility of these features we'd like to keep these tabs independent of the license. This is what the empty state might look like

We are going to get this great illustration by the creative services team. (I will add more details on that soon...)

There are two use cases for this:

1. A user can still enable a free trial
