[Logs UI] don't hide anomalies and categories tab if user has no premium license

Currently, if a user does not have a premium license we hide the anomalies and categories tab.

To get more visibility of these features we'd like to keep these tabs independent of the license. This is what the empty state might look like

We are going to get this great illustration by the creative services team. (I will add more details on that soon...)

There are two use cases for this:

1. A user can still enable a free trial

Happy to take a look. One note: Looking at the style guide, it sounds like we're trying to move from the term licence to the term subscription. If it makes sense to keep this as license for now, because that's what other similar pages in Kibana use, that's fine.

With that in mind, here are my recommendations:
