Region Maps allows zooming past level 10 and doesn't warn user

Kibana version:

7.8, 8.0

Describe the bug:

Zooming past zoom level 10 in Region Maps results in blank tiles and no warning message

Steps to reproduce:

1. Start Kibana OSS
2. Load Flights Sample Data and the load the Region Map
3. Zoom in anywhere past zoom level 10

Expected behavior:

Coordinate maps is functioning correctly and reflects the behavior we should see, i.e..- Can't zoom past zoom level 10 without a license and a warning message appears.
